Consultation & Site Survey
Your first step — no project commitment required
A structured first engagement: a site walk-through, diagnostic assessment, and advisory session with Eng. Jadallah. Whether you are planning a renovation, have concerns about an ongoing build, or want an independent engineering eye before committing to anything — this is where we start.
A consultation is a professional engagement. You are paying for Eng. Jadallah's time and expertise — not a sales call. Every consultation produces a written record.
- On-site walk-through with Eng. Jadallah
- Verbal advisory discussion during the visit
- Written site observation note delivered within 48 hours
- Preliminary scope indication
- Recommended next steps and commercial model for the project
120 JOD for the first full day. Half-day visits within greater Amman are billed at the full day rate. Travel outside Amman is agreed in advance. There are no verbal-only consultations — a written record is always provided at no additional charge.
If the engagement continues to a full project, a Master Services Agreement is signed separately — before any Construction Cost Proposal is issued. The consultation fee is a standalone charge and is not credited against the professional fee.
Renovation & Fit-Out · Model A
Full-cycle renovation at true open-book cost — zero Shield Engineer markup
The most transparent renovation model available. Shield Engineer engages trades and suppliers directly on your behalf — no middleman margin, no hidden contractor overhead. Every quotation, invoice, and purchase order is open to your inspection before any payment is made.
You will always see two separate figures: the professional fee (your agreed days × 120 JOD) and the true construction cost (materials and labour only, at market rate). Nothing is bundled. Nothing is hidden inside a single lump-sum number.
- Master Services Agreement — signed before any cost proposal is issued
- Scope definition and programme preparation
- Open-book trade procurement — you see every quotation before acceptance
- Work Package Breakdown with itemised true-cost schedule
- Site coordination and supervision (time-randomised visits across the working week)
- Milestone certification and stage sign-offs
- Change Order management — nothing over 300 JOD proceeds without your signed approval
- 12-month workmanship warranty from practical completion
- Closeout documentation and handover pack
Two entirely separate figures. The professional fee is agreed and signed in the MSA first. The Construction Cost Proposal — showing true materials and labour, zero Shield Engineer markup — is issued and signed second. You retain final approval on each contractor payment before it is released.
- MSA signed before any cost proposal is issued
- Site supervision is staggered and time-randomised — a quality-control discipline, not a scheduling convenience
- Every change, whether client-requested or a diagnostic finding, is priced openly and issued as a one-page Change Order before any work proceeds
- Workmanship carries a twelve-month warranty from practical completion
Construction Management · Model B
Full management with a guaranteed cost ceiling — you know your maximum before ground breaks
The same full-cycle management as Model A, with one key difference in how the construction cost is presented: material cost, markup, and Shield Engineer margin are all shown openly — and capped at a Guaranteed Maximum Price (GMP). You know the absolute ceiling before a single wall is touched.
If the final cost comes in below the GMP, the savings are passed directly to you. If unforeseen conditions arise, they are handled through signed Change Orders — never absorbed silently into the price.
- Everything in Model A (MSA, programme, procurement, coordination, certification, change orders, warranty, closeout)
- Cost-Plus Proposal with fully visible material cost, markup, and Shield Engineer margin
- Guaranteed Maximum Price — a contractual ceiling above which the client pays nothing
- Savings clause: if final cost is below GMP, the difference is returned to the client
Professional fee (days × 120 JOD) is signed in the MSA first. The Cost-Plus Proposal — showing materials + markup + margin, capped at the GMP — is issued and signed second. Client approves each payment stage. Cost overruns due to unforeseen conditions are handled as Change Orders, never added silently.
Model A gives you the absolute lowest construction cost (zero margin on materials and labour) but you carry the risk that individual trade prices may shift during procurement. Model B gives you a cost ceiling — you sacrifice a small margin in exchange for certainty. The professional fee (120 JOD/day) is identical under both. The right choice depends on your risk preference and project timeline.
Contractor Oversight · Model C
You already have a contractor — we protect your interests as independent client representative
You have appointed a main contractor who supplies, builds, and carries the execution risk under their own contract with you. Shield Engineer acts as your independent client representative: we inspect quality, verify the contractor's payment applications against work genuinely done, certify milestone payments, and review every change order before you sign it.
Shield Engineer does not mark up the contractor's price. Their tendered amount is the construction cost — we add nothing to it. Our remuneration is a separate, light professional fee for independent oversight. Fewer management days, but genuine independent scrutiny on your behalf.
- Independent quality inspection at key construction stages
- Payment application verification — you only pay for work genuinely completed
- Milestone payment certification before each release
- Change Order review: confirmation that each change is fair, necessary, and correctly priced before your approval
- Concealed-conditions assessment if diagnostic findings emerge during works
- Closeout witnessing: testing, commissioning, and confirmation that handover is complete
Professional fee only — typically 8–15 oversight days × 120 JOD = 960–1,800 JOD for a standard apartment renovation. This reflects the reduced Shield Engineer workload when a main contractor carries day-to-day site management. The contractor's tendered amount is the construction cost; Shield Engineer adds no margin.
Shield Engineer and the main contractor have entirely separate contracts with you. Shield Engineer reports to you only — not to the contractor, and receives no payment or benefit from the contractor. This is the foundation of genuine independent oversight.
Maintenance & Facility Management
Protecting your asset after handover — scheduled, reactive, and always accountable
Ongoing technical care for properties already renovated — whether under Shield Engineer's management or not. Scheduled preventive maintenance, reactive call-outs for failures and emergencies, MEP servicing, and engineering support for modifications or re-works.
Properties deteriorate silently. A maintained asset retains its value, avoids emergency repair costs, and performs reliably. We provide the same engineering rigour post-handover that we apply to construction — documented, accountable, and at the same transparent day rate.
- Scheduled preventive maintenance visits — frequency agreed with the client
- Reactive call-out for failures, leaks, mechanical faults, or emergencies
- MEP (mechanical, electrical, plumbing) inspection and servicing
- Engineering assessment for proposed modifications or additions
- Vendor coordination for specialist works beyond the scope of a visit
- Documented service records for every visit
120 JOD per visit day, invoiced per engagement. For properties requiring regular visits, an agreed retainer (minimum 4 visits/month) is available at the same day rate — no premium, no lock-in beyond 30 days notice. Any materials or specialist works required during a visit are costed openly and approved before procurement.

The Principal
Engineering expertise. Client loyalty. Absolute transparency.
Eng. Jadallah began his career as a site engineer with a major international contractor in Dubai, where he was responsible for coordinating complex multi-trade construction sequences on large-scale projects. He subsequently co-founded and managed an engineering services firm before returning to Amman, where he established Shield Engineer as a dedicated client-side practice.
His MSc in Engineering Project Management from the University of Manchester gave him the commercial and contractual framework to structure engagements that protect the client from first survey to final handover. His BEng in Civil Engineering from the University of Salford gives him the technical authority to inspect and certify work with rigour.
Shield Engineer operates exclusively as client representative and construction manager — never as main contractor and never as the design author of record for elements requiring a licensed structural or MEP authority. It operates under its registered licence within Jordanian law and the regulations of the Jordan Engineers Association.
Start a Conversation"Most renovation pricing folds materials, labour, and a contractor's margin into a single number the client can never take apart. Shield Engineer works differently: the professional fee for managing the project and the cost of building it are always two separate, disclosed figures — agreed and signed before any work begins."
